There are various techniques to conduct an estimation exercise within an organization, but ensuring consistency at the Enterprise level is very important. This is where an Estimation Center of Excellence (CoE) comes into picture. Just like the Project Management Office, this CoE is a team of experienced individuals that provide best practices, guidance and leadership for an effective estimation system.
The Estimation Center of Excellence is integrated into the organisation with the responsibility to appropriately size and estimate projects on an ongoing basis.
Setting up a successful CoE
For any CoE to be successful, the following would need to be addressed :
- People – Finding people with the right characteristics and developing their skills
- Business Processes – developing the right business processes to support decision making
- Tools – Acquiring and configuring analytical tools to support the business processes
